概要Tuvalu's CRS-reported share (USD 490,500) of the GEF-8 programme, implemented by UNEP, that helps 139 countries update their national biodiversity strategies and file the Seventh National Report to the Convention on Biological Diversity; Tuvalu's own NBSAP 2025-2030 (August 2025) sets 16 national targets.
介入手法Tuvalu's OECD CRS-reported share (USD 490,500) of the GEF-8 Umbrella Programme to Support NBSAP Update and the 7th National Reports (GEF ID 11281, implemented by UNEP; a companion umbrella programme, GEF ID 11286, is implemented by UNDP for other countries). It is an enabling-activity grant (USD 36.435 million for the UNEP-implemented programme, 70 national entities, 12 June 2024 to 30 November 2028) that helps governments revise their National Biodiversity Strategies and Action Plans (NBSAPs) to align with the Kunming-Montreal Global Biodiversity Framework (KMGBF) and prepare the Seventh National Report to the Convention on Biological Diversity (CBD), due 28 February 2026. Across the two umbrella programmes 139 developing countries receive financial and technical support, with a help desk, peer-to-peer exchange, a consultant roster and knowledge products alongside country grants. Tuvalu's own plan, the NBSAP 2025-2030 (Government of Tuvalu Department of Environment, August 2025, prepared by a consultancy after national consultations in July-August 2025 with a technical and community working group of government, civil-society and island-community representatives), succeeds the 2018-2022 NBSAP, whose review cited weak institutional coordination, fragmented monitoring and funding constraints. It sets 16 national biodiversity targets, among them biodiversity-inclusive land-use and marine spatial plans on all inhabited islands, at least 10% of marine and terrestrial ecosystems conserved by 2030, ecosystem-based adaptation applied in at least six outer islands, certified training for at least 75% of key-ministry staff and Kaupule representatives by 2030, and, by end-2026, access-and-benefit-sharing legislation, a national biodiversity finance plan mobilising at least USD 3 million, and a national biodiversity database. It also creates a Biodiversity Steering Committee and formally recognises traditional knowledge as a monitoring tool. Two limits on what this record can claim: the NBSAP names the GEF only as a prospective funding source and does not state that this umbrella programme, or this USD 490,500, funded its preparation; and the plan defers its indicator baselines to 2025, so its targets are commitments rather than measured results.
