03 / プロジェクト基本情報

概要A US$11.5 million World Bank operation (approved September 2023) combining a policy grant with a contingent credit line Tuvalu can draw down after a declared disaster. It backs six government reforms: fiscal-risk disclosure, climate budget tagging, faster customs clearance for medical and food supplies, a stronger national disaster-management office with a guaranteed seat for island women's groups, and enforcement of the building code for public buildings.
介入手法The Tuvalu First Climate and Disaster Resilience Development Policy Financing with a Catastrophe Deferred Drawdown Option (World Bank P179820) is an SDR 8.6 million (US$11.5 million) IDA operation — a US$7.5 million Development Policy Grant plus a US$4.0 million Cat DDO (a contingent line with a three-year drawdown period, released on a declared qualifying disaster) — approved September 2023, and the first in a programmatic series of two. Two pillars with six prior actions. Pillar 1 (promote climate- and disaster-resilient fiscal policy and trade facilitation): PA1 — Cabinet endorsement of the Ministerial Order on Fiscal Risks Reporting (LN 5 of 2023) mandating annual publication of fiscal risks; PA2 — Cabinet approval of a Climate Budget Tagging methodology; PA3 — enactment of the Customs Revenue and Border Protection (Amendment) Act 2023 for expedited clearance of critical/priority medical and food goods. Pillar 2 (improve the institutional and regulatory framework for climate- and disaster-resilient infrastructure): PA4 and PA5 — the National Disaster Management (Amendment) Bill 2023, which reorients the National Disaster Management Office as the national DRM coordinating and monitoring entity and creates a new Island Women's Group seat on every Island Disaster Committee; PA6 — creation of a National Building Code Assessment Unit within the Ministry of Public Works to enforce the Building Code for public buildings. The prior actions are a subset of the Government of Tuvalu's Policy Reform Matrix agreed with development partners in February 2023. Results targets for 2027: the gap between budgeted and actual expenditure cut from 16% (2020–2022 average) to ±10%; 20% of budget programmes climate-tagged; border clearance time for traded commodities cut from 72 hours (2023) to under 24; 4 annual disaster drills conducted under NDMO coordination; 7 Island Women's Group representatives seated on Island Disaster Committees; 100% of building-permit applications assessed for Building Code compliance by the new unit. There is no dedicated project management unit; the Ministry of Finance coordinates within existing government structures. An independent source, the IMF PFTAC-led AgilePEFA assessment of Tuvalu (fieldwork September 2024, report January 2025), corroborates the government-side implementation: the Minister issued the Ministerial Order on Fiscal Risks on 26 April 2023 and the Ministry then issued the 2024 Fiscal Risk Report (covering macro-economic risks, public debt, state-owned-enterprise risks and climate and disaster risks, to be produced annually); the Ministry was investigating Climate Budget Tagging with implementation planned from the FY2024/25 budget; and the ASYCUDA customs system was introduced in 2022 to speed customs clearance.
