03 / プロジェクト基本情報

概要A US$13 million World Bank grant (2023–2029) to help Tuvalu manage its coastal and ocean fisheries sustainably — the country's main food source and, through tuna licence fees, a pillar of public finance. It establishes a national Fisheries Authority, upgrades catch monitoring and observer e-reporting, and builds community-based resource management on the outer islands.
介入手法The Pacific Islands Regional Oceanscape Program – Second Phase for Economic Resilience: Tuvalu (Tuvalu PROPER, World Bank P179599) is a US$13.05 million IDA grant, approved 8 December 2023 and closing 31 December 2029 (about six years); it is one operation in the regional PROP series of projects. Its development objective is to strengthen regional collaboration and national capacity for the management and sustainable development of Tuvalu's oceanic and coastal fisheries sector. Four components: (1) Strengthening Policy and Institutions (US$2.0M) — e.g. establishing the Tuvalu Fisheries Authority (legislation passed Parliament, effectiveness expected 1 July 2025), a National Fleet Management Policy, accession to the Port State Measures Agreement, and EU sanitary competent-authority accreditation; (2) Strengthening Regional Collaboration and National Capacity for Oceanic Fisheries (US$7.75M) — observer e-reporting (target 90% of reports submitted electronically), a patrol vessel and pilot fishing-vessel feasibility, and WCPFC reporting compliance; (3) Strengthening Regional Collaboration and National Capacity for Coastal Fisheries (US$2.0M) — community-based resource management, annual catch estimates for 4 islands, and reversal of overfished status for indicator species; (4) Project Management (US$1.3M). The Ministry of Finance is the executing agency; the Tuvalu Fisheries Department (TFD) implements through a lean PMU (Project Coordinator, Project Accountant, Project Officer) alongside TFD's existing establishment (Administration, Coastal Fisheries, Oceanic Fisheries, and Operations & Development sections; roughly 50 staff department-wide). End-2029 targets include 20 cumulative staff trainings (10 benefiting women) and 80% of beneficiaries satisfied with fisheries-development activities. As of the May 2025 ISR, progress toward the PDO was rated Satisfactory.
