概要Japan's Overseas Fishery Cooperation Foundation (OFCF) supports Tuvalu's Fisheries Department with technical experts, spare parts and equipment to keep the department's fisheries vessels and shore-based workshop running, under a standing bilateral programme (FDAPIN) now in its seventh phase.
介入手法The Overseas Fishery Cooperation Foundation of Japan (OFCF), a Japanese public-interest foundation established in 1973 and funded by Japan's Ministry of Agriculture, Forestry and Fisheries, runs a standing bilateral technical-cooperation programme with the Tuvalu Fisheries Department (TFD) under "Fisheries Development Assistance for Pacific Island Nations" (FDAPIN), now in its VII phase. The partnership is formalised by an annually-renewed Memorandum of Understanding and structured as a five-year strategic plan aligned to OFCF's April-March fiscal year: each year TFD submits a prioritised list of needs, and OFCF responds with technical experts, spare parts and equipment. An OFCF Technical Advisor based in Fiji makes periodic visits to Funafuti to deliver this support. In the 2023 activity year covered by this record, FDAPIN VII funded: a new generator and a full main-engine overhaul for TFD's RV Manaui I (the 17-metre fibreglass fisheries vessel OFCF itself donated to Tuvalu in 1982), led on-site by OFCF engineer Sakoju Tetsuro; a replacement boat and spare 40hp outboard motor; repair of the NAFICOT market ice-making machine and replacement of another ice machine; and continued maintenance support for the TFD Mechanical Workshop, a facility OFCF originally helped fund in 1989 and has since renovated twice (2006, 2013). In 2024, OFCF's Technical Advisor made three visits to Funafuti (June-December) focused on: (1) maintenance of fisheries infrastructure (mechanical workshop, winch hut, docking yard); (2) provision of spare parts for the Manaui I/II vessels and materials for TFD's Fishing Technique Training programme for local fishers; (3) hands-on capacity-building with TFD's mechanical staff on generator and navigation-equipment repair, aimed at reducing TFD's reliance on external technicians; and (4) technical/strategic advice on mechanical, engineering and post-harvest practices. TFD's two ageing fisheries vessels (Manaui I, donated by OFCF in 1982; Manaui II, donated by Japan's JICA in a separate donation) are TFD's only means of running fisheries training, resource assessment and outer-island logistics, so FDAPIN VII's vessel-maintenance and workshop support is a direct input into whether TFD can keep serving outer-island fishing communities at all. OFCF's own end-of-project evaluation of the earlier FY2020 phase of the same programme (FDAPIN VII, Tuvalu, September 2020 to March 2021) records that the Government of Tuvalu asked OFCF to repair and restore fisheries facilities and to transfer maintenance skills, that the work covered re-fitting the Fisheries Department workshop's vehicle and repairing the multi-purpose vessel Manaui I (new generator, sea-water pump, slipping), and that the project cost 17.7 million yen against a 17.4 million yen budget.
